WhatsApp Business API in the UAE: what it costs in AED since October 2026, and the rules that apply

Short answer: WhatsApp Business API costs changed in the UAE on 1 October 2026. Meta now charges for the replies your team sends, not just for the messages you start. Each business number gets 1,000 free replies a month. After that, a reply to a +971 number costs AED 0.0576, and so does a utility template such as an order confirmation. A marketing template costs AED 0.2115. Marketing messages to consumers also fall under the UAE's 2024 telemarketing rules, including the 9am to 6pm sending window.

This guide is for UAE companies, usually distributors, trading firms and service businesses, that want WhatsApp connected to their own system rather than running on a staff member's phone. We're a software company with a development team in India. We set up the API and the system behind it. We are not a Meta solution provider and don't resell message credit.

What changed on 1 October 2026

Most UAE guides still say replies are free. That was true from November 2024 until 30 September 2026. Meta's pricing page (updated 30 September 2026) lists two charges that came back on 1 October:

Two practical points from the same page. If your account had no payment method on file by 30 September 2026, Meta stops delivering service messages, so check this first if replies have gone quiet since October. And the free 1,000 is counted per business phone number, not per company, so a company running separate numbers for sales and support gets the allowance on each.

What a message to a UAE number costs, in AED

Meta charges by the country code of the customer's number, not by where your company is licensed. Rates below are from Meta's AED rate card effective 1 October 2026 (linked from the pricing page). We've added the markets a UAE business most often messages:

UAE numbers also have an authentication-international rate of AED 0.1872. It applies when a business based outside the UAE, and sending login codes at high volume, sends them to UAE numbers. A UAE-based company messaging its own UAE customers pays the normal rate.

Volume tiers cut the utility and authentication rates, but only at large volumes. For UAE numbers, utility messages stay at AED 0.0576 up to 100,000 a month, then fall 5% (AED 0.0547) up to 1 million, with further steps down to 25% off above 80 million. Marketing and service messages get no volume discount.

You can now be billed in dirhams. AED became a billing currency on 1 April 2026, alongside US dollars and 14 other currencies. A solution provider (BSP) may add its own monthly or per-message fee, so ask whether a quote is Meta's rate alone or Meta plus margin.

Worked example: a UAE distributor's month

This is an illustration, not a client's figures. Take a distributor with 400 trade customers on UAE numbers, each ordering once a week:

Before October the same month would have cost AED 430.56: the reminders plus the delivery updates sent outside the window. Two things change the total most:

  • The reminder's category. Meta reviews each template and sets its category. A nudge to reorder usually counts as marketing. Drop it, or send it only to customers who haven't ordered on their usual day, and you save more than any other change.
  • Combining messages. One confirmation that includes the delivery slot replaces two utility messages. Each extra message is a separate charge.

Meta's AI agent or your own: they're billed differently

Since 1 July 2026 Meta has a fifth category, Meta Business Agent: replies written by Meta's own AI agent. It's billed at USD 2.00 per million tokens. Meta's page estimates about 4–5 US cents per message, and it stays charged even in the free ad window.

Replies written by any other AI, including one we build into your order system, count as ordinary service messages. They get the 1,000 free a month and then AED 0.0576 each to UAE numbers. That isn't a reason on its own to build your own. Meta's agent needs no build, while a custom one can read your stock, price lists and order history. UAE rules that apply to the messages you send

The telemarketing resolution covers WhatsApp marketing. Cabinet Resolution No. 56 of 2024 defines telemarketing to include "marketing messages through social media applications". It applies to all companies licensed in the UAE, free zones included. When your marketing reaches consumers, it requires you to:

  • send marketing only between 9:00am and 6:00pm (Article 5(3));
  • use local numbers issued by a UAE-licensed operator and registered under your trade licence (Article 4(3)). This matters if your WhatsApp API number is a foreign number;
  • skip anyone on the Do Not Call Registry run by TDRA, and market only to people who have asked to hear from you (Article 4(4)–(5));
  • keep a record of your marketing contacts, in the form your licensing authority sets (Article 4(6)).

The resolution defines "consumer" as a natural person. Trade customers ordering for their own shop are businesses, but they often use personal mobile numbers. We'd apply the sending window and registry check to every marketing template rather than sort customers one by one. Order confirmations and delivery updates aren't marketing.

WhatsApp's own opt-in rule is separate. The WhatsApp Business Messaging Policy (updated 23 September 2026) says you may contact people only if they gave you their number and opted in to messages from you. It also requires a clear route to a human when you use automation.

Personal data. Phone numbers and chat histories are personal data under the PDPL, Federal Decree Law No. 45 of 2021. The u.ae summary notes that it covers processing inside or outside the country and requires consent except in listed cases. Decide where message logs are stored before you go live. We host in the region you need, and your data stays in your accounts.

Calls: check before you promise them

WhatsApp now supports voice calls between businesses and customers through the API. Meta's calling documentation lists the United States, Canada, Egypt, Vietnam and Nigeria as countries where calls started by the business aren't available. The UAE isn't on that list.

That's only Meta's side. TDRA's FAQ treats internet voice calls as a telecoms service. They can be offered by a licensed operator, with one, or with TDRA approval. It also says that using an app that isn't approved is "very likely" illegal. Check TDRA's current list of approved calling apps before you put a "call us on WhatsApp" button in front of UAE customers. Keep a normal phone line in your escalation path anyway.

Goods you can't sell through it

The same policy prohibits buying, selling or promoting tobacco, alcohol, prescription and other drugs, and medical and healthcare products. Its exception lists for alcohol and over-the-counter medicines don't include the UAE. Pharmacy, medical-supply, tobacco and drinks distributors can still use WhatsApp for general customer service. Their orders belong on a trade ordering portal or a rep app instead.

Before you sign with a provider: a checklist

  • [ ] Is the WhatsApp number a UAE number registered to your trade licence?
  • [ ] Is a payment method on the Meta account (or the provider's), so service messages keep flowing?
  • [ ] Are you billed in AED or USD, and is the quote Meta's rate alone or Meta plus a margin?
  • [ ] Which of your templates will Meta class as marketing? Ask to see them categorised before launch.
  • [ ] Are marketing templates held until 9am and stopped at 6pm UAE time?
  • [ ] Is the opt-in recorded with a date, and is opting out one tap?
  • [ ] Does every automated chat offer a person to talk to?
  • [ ] Where are message logs stored, and can you export them?
  • [ ] If an AI writes replies, is it Meta's agent (token-billed) or your own (service-billed)?

FAQ

Questions UAE businesses ask about the WhatsApp API

Are replies on the WhatsApp Business API still free?

Not any more. From 1 October 2026 Meta charges for service messages, the free-form replies your staff or your own AI send inside the 24-hour window, and for utility templates sent in that window. Each business phone number gets its first 1,000 service messages a month free. After that, a reply to a UAE number costs AED 0.0576.

How much is a marketing message to a UAE number?

On Meta's AED rate card effective 1 October 2026, a marketing template delivered to a +971 number costs AED 0.2115. Utility and authentication templates cost AED 0.0576 each. The rate depends on the customer's number, not where your company is registered, so messages to Indian or UK numbers are charged at those markets' rates.

Can we pay Meta in dirhams?

Yes. Meta added AED as a billing currency on 1 April 2026, and it publishes an AED rate card and AED volume tiers. You can still be billed in US dollars. Check which currency your account or your solution provider uses before you compare quotes, because providers often add their own fee on top.

Does the UAE telemarketing law apply to WhatsApp messages?

It can. Cabinet Resolution No. 56 of 2024 defines telemarketing to include marketing messages sent through social media applications to consumers. That brings in its rules: send only between 9am and 6pm, use local numbers registered to your trade licence, and don't market to people on the Do Not Call Registry.

Can UAE customers call us through WhatsApp?

Plan for that carefully. Meta's calling feature doesn't list the UAE among the countries where business calls are switched off. But TDRA treats internet voice calls as a telecoms service that needs a licensee or TDRA approval, so check TDRA's approved list before building calls into your support flow. Keep a phone line available.

Can a UAE pharmacy or tobacco distributor use the WhatsApp API?

Not for selling those goods. WhatsApp's Business Messaging Policy prohibits tobacco, alcohol, prescription and other drugs, and medical and healthcare products. The UAE isn't on its lists of country exceptions. Distributors in those trades can still use a web ordering portal or a sales rep app for orders.
